Every meal is paid from the same wallet as the library or transport -- with, if the institution chooses, an authorised overdraft allocated specifically to dining, so no one goes without a meal for lack of balance at that exact moment.

Access control built for the field
The Verification app equips the agent at the checkpoint -- dining, library, access, exams. Its most telling case: fallback identification, for someone with no code to present. The fallback path is deliberately closed by default and more costly to use, never a silent shortcut.
